In the same way you should think about million of person in Zimbabwe who are hunger. they didn't get their basic right(fundamental right). if one person has committed mistake/conrupt in central bank then why should other pay for them. It is as bad as mercy death. which is not written in any countries consititution or jurisdiction. just think about one day old infant. who need basic milk to feed their 6*8 size child stomach. it's wrong what is happening currently WORLD BANK AND UN OR SOME MULITY BILLIONARE should interven to control zimbabwen economy and people social dvelopment. if they want a peaceful planet to live.
